What the design shows

Placement and size
Near the outer shoulder, the small turtle spans roughly a thumb length with its head directed upward and outward. A larger outer-upper-arm version would give the internal waves more space. The outer forearm, calf or shoulder blade also accommodates the diagonal shell. At the preview size, shell plate borders and wave curls are much less distinct than the overall animal. Review those intersections at actual size before choosing how much detail to retain.
Patchwork
Building it into a patchwork
This is a light ocean piece, with a rounded center and flippers that reach beyond it. A loose grouping can follow the direction of the head, with small marine shapes set above or behind the turtle. Thin shells or short wave marks match its line weight.
